Is A Reading Of 132/70 Suggestive Of Hypertension?

My blood pressure is good, 132/70, yet I have hypertension or pressure/discomfort on my brain area. Trying to find answers for hypertension, I read/see is nothing but causes from blood pressure.... is it possible to have hypertension without high blood pressure? (Seems the writers are linking the two together to cause more confusion for understanding)
