Is Norflox Advisable For A Person With Upper Gastro Intestinal Bleeding?

My father, 70 years old, has complaints of urine urgency (has to rush to washroom at times), urine burning sensation, and increase quantity since past 3 to 4 days (without fever). He has such episodes every year. Should I start him on Norflox and Syrup Cital. He had a episode of upper GI bleed (aspirin induces) 2 years back. I was bit concerned whether Norflox is safe in a patient with Upper GI bleed.
