Is Aquaphor healing skin moisturizer advisable for prominent red veins on the calves?

Hi, I am Victoria . I am have Diabetis and and Congestive Heart Failure, along with COPD. My A1C was at one time up in the 9 something. I have lowered it for months now to 6,4 to 6,7 through oral medication { Metformin and Glipizide}. But, my problem is both legs about 8 inches below my knees, down to my ankles are dark red with so many spider veins and varicous, and when I am tired due to standing or sitting for a long time, they get darker, and tighter. Yet, in the morning, The swelling is gone, and the skin would become dry then start to fall out like dandruffs. I They look as if I have Cellolitis, But, no. I have no cut on my legs or feet to have infections. But, I also .know that I have poor circulations. My questions are: Can I use AQUAPHOR HEALING SKIN MOISTURIZER? Or can you recommend other OTC Topical Formula for me to use?

You can use that but it will not have much better effect as such you are having problem of varicose vein and diabetic neuropathy.
