I'm A School Nurse Attempting To Put A Puzzle Together

I'm a school nurse attempting to put a puzzle together of a students behaviors.
He is a first grade boy. He is an only child. His teacher tells me that he will sometimes run or walk with his arms waving or slightly in front of him. The teacher has asked him to repeat 1 to 3 instructions back to her and he has no verbal response. Another example is when she asked him to use the word "Up" in a sentence. His response was to repeat the word up and then slowly spelled out the word.

I'm trying to help the teacher put some facts in order as the one of the parents has been very defensive.
