I Have A Small Spot On My Lower Lip That

I have a small spot on my lower lip that has been rough/chapped for about 6 weeks, nothing makes it go away. I saw a dermatologist who took a brief look and put me on some cream for 3 weeks just in case it is precancer. I used it for one week and it got so much worse I had to quit, it's dried, cracked and scabbed over now. What I'm wondering about is this: shortly after I started the cream two other spots popped up, one lower corner and one on the top lip. That makes me think maybe this is not a precancer issue but allergy. I'm not sure whether or not to continue using the cream as it is looking like a cold sore now - I have never had cold sores in my 57 years (so far). Advice?
