I Develop Phlebitis Repeatedly In Veins In My Left Leg

I develop phlebitis repeatedly in veins in my left leg from the ankle to the groin. Recently I've developed it in my left arm from the medial side of my wrist to the elbow and up the upper arm. It has subsided. Now I have it in my left hand anteriorly from mid index finger up to the thumb crossing over posteriorly up to the wrist. I've gone to doctors in the past and they say you don't treat superficial phlebitis. That may be the case but I have had a pulmonary emboli as well. My concern is do I have some inherent vascular disease. I have a sister who has had a pulmonary emboli and frequent clots in her leg. I have had a brother die of vasculitis.
