How To Treat Cerebral Palsy?

My brother aged 27 in suffering from cerebral palsy right from his birth. He was given physiotherapy right from childhood and also continued now. He could walk only using crutches and walks very slow. He finds difficult to lift his foot/leg up. Can he become normal and get into a marriage life?
