How To Proceed With The Following MRI Test Result For Knee?

Hi, i had pain in my left knee from last 11 months, i had done recenly MRI of my left knee, report said INTRASUBSTANCE DEGENERATION IN PROSTERIOR HORN OF MEDIAL MANISCUS AND MODERATE JOINT EFFUSION. doc said need arthescopic surgey, can it be cured without surgery.. other parts of knee are normal.
