How To Get Rid Of Puffy Lower Eyelashes?

hey i was wondering if u guys had or know this problem. I had this ever since i was a kid. right under my eye not where u get dark circles or bags but right under the eye basically under ur lower eye lashes is puffy. Its only on my right eye so i know somethings wrong. I had it for about 13 years now and was wondering if you know how to get rid of it. If you don't know could you tell me what type of doctor i should go to thanks

The puffiness under the lower eyelashes on only one eye can be due to the following reasons:
Vascular anomaly like arterio-venous fistula or hemangioma.
Accumulation of excessive fat
Some sort of tumor.
This can be diagnosed by the following:
Consult an eye Surgeon - Ophthalmologist.
MRI and high resolution ultrasonography.
These will give an exact diagnosis and will explore the possibility whether surgery will help you or not. IF surgery helps to get a better result so that both sides look same, go for it.
