How To Get Rid Of Dark Circles Around Eyes?

So ever since about two years ago I have had two almost perfectly round circles around my eyes. People mistake them for goggle tans, but that is not what they are because they are there through winter and become noticeable when I am not even wearing goggles, just my skin around gets tan. These circles do not tan. They can also get extremely dry. My dermatologist prescribed some medicine during winter, but it did not help and only made the area around painful. What is it? How do I cure it?

I really appreciate your concern, this could be common condition of dark circle around the eye, and the reason for this are many and this need to be ruled out and the most common would be less sleep due to some anxiety and stress, hope this helps, take care and have a nice day.
