How Can Thyroid Dysfunction Be Diagnosed?

Trying to interpret recent lab results for Tsh testing. Last year results were 2.62 and results a few weeks ago were 1.61. Quite a bit of difference but get confused as to whether that could be hyper or hypo? Not set up yet for follow up with regular doctor - just curious with the drop. Previous years prior to 2016 were 2.11 and 2.42.
