Hello! Welcome to HealthcareMagic!

It points to an impaired circulation of blood. Please confirm he is not a diabetic. Also, check his pulse in both the arms; it should be the same. There should be no pain in the neck or the arms. Since he has had a "stroke" like episode it needs medical attention. It could be a high blood sugar levels or a Transitory Ischemiac episode. Protect the fingers from injury and you must see your general practitioner.
