I recently had cataract surgery after surgery I am having difficulty with my right eye It has not clear up there is a light film over it also seems to have a lot of moisture Dr claims it will clear but it has been approx 3 months is this normal

Yes, that's perfectly normal to have some difficulty with the eye where you got cataract surgery.
