How Can Blood Sugar Levels Be Kept Under Control?

I had a high a1c when I went to the doctor, I am checking my blood sugar in the morning and at night 2 hrs after eating. It ranges from 103 - to 115 in the morning and 120 - 130 2 hrs after supper. I am writting down what I eat and drink, I also drink 2 - 3 bottles of water a day and limit sugary drinks. Are these numbers normal or do I need to cut or replace things in my diet? I have had both hips replaced and can only do limited exercise and walk as much as I can. Thank you
