General Surgeon 's  Response
Hi.
Thanks for your query and an elucidate history.

The gradual increase in the size of the scrotum after vising Bihar for months is suggestive of a condition, what we call as a Hydrocele.

This is confirmed by a clinical examination by a General Surgeon and ultrasonography.
It is curable by a simple surgery.
Cost:
In India in Govt set-up the cost is almost nil. In private sector the cost will depend upon the size of the hospital, your choice of which ward and seniority of the Surgeon.
Stay: on to three days maximum.

Go for surgery :;
