How Can A Surgical Wound Be Treated?

Hi I had a red flashing skin just where my stitch starts after an episiotomy. I went to see my OB 6 weeks PP, and he offered to freeze the area and cut out the so called skin tag, after that he would stitch a bit so it could heal faster, what I don t understand is what causes the tag and why does it require to remove and stitch?
