Does Pacemaker Cause Swelling And Pain?

my husband had a pacmaker fitted 5 weeks ago - his left shoulder blade is now still sore and he says he sometimes has pins and needles in his left arm. also after doing some light work, a vein near his left elbow was very, very swollen. it went down after a while. what is going on?
