Could The Lump In Collarbone Be Related To Having Undergone Lumpectomy And Mastectomy?

i I had a lumpectomy in right breast in 2003. The cancer came back in the same breast six years later on same breast so I had a mastectomy and went thru chemo. Now I have a lump on my right collarbone and pain sometimes in my neck and collarbone. Is this a recurrence of the breast cancer/ I
