Could Bleeding During Urination Be A Sign Of UTI?

I have been noticing bright red blood on the toilet paper after urnination. Its not a lot of blood but enough to coat the toilet paper. Does not diminish with more wiping. Only after urination and not in urine. What could this be? Also I have no signs of UTi or other urinary issues..Please help!
