Common Practice To Perform Surgery On A Child Without Both Parents Consent If They Are Divorced?

Is it a common practice to perform surgery on a child without both parents consent?
And if so, do you regularly bill the parent that knows nothing of the surgery?
My ex-wife had a circumsission performed on my 13 yr old son. I did not receive a bill and it went directly to collections. I am unable to qualify for a home purchace because of this.
Ohh and she works for the insurance company that sent the bill to me.

Dear user,

There is something fishy here, and I don't know whether to laugh or commiserate with your plight. Normally, for a non-emergent surgery, consent of the parent or care-giver is mandatory. Both parents may not be needed, though. I guess you need to talk it over with your ex-wife about this. If this cannot solve the problem, you will need to get this investigated with the appropriate authorities. I am sure the amount is small, and a settlement can be reached.
