Can Severe Pain In The Elbow While Moving Caused By An Accident Be An Indication Of A Fracture?

i fell down the stares about 1 week ago and landed on my elbow, it started burning right away, went to the er and they said could see alotanything but it hurts when I move it a certain way or if I bump it or even even touch it the pain gets worse. I felt something moving in there now that the swelling is somewhat done, but pain is still pretty strong, is it possible I fractured it and it was missed? plus my whole arm from elbow to fingers get all tingly
