Can Physiotherapy Help With Limb Functioning And Basic Movements?

My husband's nephew, who is 30 years now, underwent surgery for a blood clot in his brain, in 2009. He underwent a few surgeries before diagnosing about the blood clot. He has not recovered fully after the surgery. His right limbs are not functioning and he is not able to stand on his own. He has tried various physio and alternative therapies. He can work on the computer with his left hand. Is there any physio to make him stand and walk by himself?
