Can Non Penetrative Sex Cause STD?

Hi! My question is can I contract an std from being fingered? The guy caught an erection and before any touching went on he went to pee. I m now scared of when he went to the bathroom that precum came out before or after him peeing. But I m not top entirely sure he washed his hand after he came out the bathroom.
