Can Loose Plaque Material From The Arteries Cause High BP?

My blood pressure was running 160/110 before I recently started blood pressure medicine. I immediately developed an annoying cough. Is the cough caused by loose plaque material from the expansion of my arteries? Plaque materials exiting in my lungs?
