Can A Pacemaker Instead Of ICD Stop Excessive Itching In The Body?

I have an ICD, had an ablation 3 years ago, and now I am a flutter most of the time. I just increased Metoprolol last Friday, but as usual I am itching like mad and will call my doc tomorrow. All beta blockers and channel blockers make me itch. Cannot take them. Doc says my heart rhythm is over 100 much of time. What are my options. Would a pacemaker instead of ICD fix this problem and I could stop taking Metoprolol, etc.?
