Can A Child Suffer From Mental Disability If Mother Has Drug Addiction?

I have a grandson who is going with a mentally impairment (her mother had a drug addiction at the time of her birth) and who has a 2 year old daughter. My question is can the daughter display some of the symptoms of mental disabilities as her mother? We can see some things that are not right now.
