It seems to be lichen nitidius which is asymptomatic and harmless condition characterised by tiny papules on the penis and other parts of the body.
I would recommend you to apply topical steroid like mometasone cream on the affected areas twice daily for 2 weeks.
This will help in resolving your problem.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
