Brief Answer:
It is inspissated smegma

Detailed Answer:
Hi
Welcome to Healthcare-Magic
Greetings of the day

Dear Sir

Based on description and location it is likely to be inspissated smegma (Smegma is whitish material secreted by glands present in undersurface of foreskin). When the secretion are retained it leads to cystic swelling. The hardness usually occurs due to drying of contents if squeezing is attempted. Surgical removal is the option.
