Brief Answer:
may be mild inflammation

Detailed Answer:
Hi
Thanks for your query.

This can be because of common causes like inflammation of the surface of glans of penis, due to some infection, trauma, rubbing from tight underwear, etc. Usually this goes off on its own in hours to few days. Some soothing creams can help.

If there are visible lesions like redness, ulcer, etc, then visit to doctor is recommended.

Hope this helps. I will be available for followup.
Regards
