What Causes Irritation At Tip Of The Penis?

Question: Hello I've been having mild penis irritation at the left tip of penis. I have no discharge or no painful urination at all. It comes and goes. I was recently diagnosed as a XXXXXXX diabetic but did not start treatment. Excersise was what I was told. Do you know what this could be.
