Brief Answer:
Its quite common.

Detailed Answer:
Hello!

Thank you for the query.

It is common not after the surgery, but after the anesthesia. Especially if she had a spine injection. Some patients after such anesthesia must have catheter inserted to the bladder as they loose the ability to urinate for some time.
It usually resolves by itself.
General anesthesia can be the reason of urinating problems as well.

If she has only burning while urinating, infection can be the case.

You should rather give it some time. It should get back to normal.

Hope this helps. Feel free to ask further questions.
Regards.
