As far as the black spots over the teeth is concerned, i have two possibilities. It can be initial stages of decay or pits. The other possible cause can be secondary to stains.
Nothing to be panic, consult a oral physician and get it evaluated. If it is a decay, then it has to be restored with tooth color filling material. If it is stain, then it can be treated by scaling or oral prophylaxis.
These are the possible causes and treatment options based on your description of the problem.

The yellowish tongue is because of the improper tongue cleaning. Nothing to be panic, do a proper tongue brushing.
The decayed teeth looks quiet deep, consult a pedodontist and get it restored with normal filling or root canal treatment. So consult the pedodontist and get it treated. The teeth can be saved nothing to be panic.

The X-Rays or radiographs will reveal the extent of decay and so that we can decide whether the tooth can be restored with simple glass ionomer cement or root canal treatment. We will not find anything serious findings in X-Rays. it is just to confirm the diagnosis and plan treatment. Nothing to worry. It is a simple procedure get it done by consulting a pedodontist.
