Brief Answer:
Deep skars suroundingeye. appears to be overpigmantation

Detailed Answer:
Welcome to HCM

It appears to be black skin around eye. it is due to over pigmentation due to exposure to sun. It can not be anything else. Apply sunscreen lotion and avoid exposure to sun.

You can put on dark glass having a bigger frame, so that it will prevent sunlight to fall on it, when over pigmentation decreases, it will prevent darkness and match with surrounding skin color. The skin around eye is the thinnest. So prominent blood vessel look like that. It can happen due to reaction of some drugs, due to allergy and excessive rubbing it can lookalike that.
