Question: My child is 11 month old, his teeth look to be growing strange, the outer enamel isn't covering his teeth fully.

I read your query and here is my advice.

I see the photo you attached and I can't resist without saying that he has a lovely smile. The enamel of the first teeth is not fully developed and we call this condition as enamel hypoplasia.
There are different conditions that can contribute to it mentioning lack of vitamin D, calcium, lack of vitamin C and A.
Liver disease, jaundice, premature birth, infections of mother while pregnant may be possible causes.
Smoking mother, using drugs, can also cause it.
I want to know if you have been giving him vitamin D as the pediatrician adviced you?
Have you done the blood tests after birth and was there any problem?
I can advise you to visit a dentist to examine his teeth and possibly advice you on using topical floride.

Many thanks for your reply. I did do some research online which did give the same answer as you had.

We give him Vit D in liquid drop form.

Recently he did become a little jaundice, orange looking, but put this down to a diet of pumpkin, which we have now stopped giving.

His last blood tests and checkup where some time ago, and we have recently moved country.

I think we should have his bloods checked?

I think he should do a total blood count with formula and blood chemistry and also visit a kid's dentist. . This is not an emergency and you can wait to return to your country and follow up with your pediatrician and dentist.
