I have gone through your query and noted your concern.

STDs may present with signs and symptoms like genital ulcer, urethral discharge, burning micturition, warts or growths on genital skin.

However, a lot of times the patient may be asymptomatic and an STD is detected only on laboratory tests. Usually, there is a preceding history of risk exposure in the form of unprotected sex.

Do you have any history of risk exposure like unprotected sexual contact?
Are there any signs or symptoms of STDs mentioned above?

The bumps just look red and they have clear fluid in it. They don’t hurt unless I try to pop it. They popped up when I drove from Louisiana to Ohio after working a full day of work. Had one exposure to a female whom had genital herpes, but I wore a condom and I was previously tested as well and i was negative for the infection.

Hi.
They could be lesions of genital herpes. The test, however, may turn up negative, if done too early after infection. I suggest you to repeat the test after 2 weeks specially since the person you had sex with has genital herpes! Another possibility is that this could be just folliculitis. In any case I suggest you to use a topical antibiotic e.g either Neosporin ointment or Mupirocin ointment, twice daily for a few days.

Update: the original picture the lumps are almost non existent now. But the ones on the shaft are still there. Those look like something is inside, but it’s dry. No fluid at all.

yes, fine but I'd still request you to do a repeat test for Genital Herpes for a definitive decision. When was your sexual contact with the partner with Genital Herpes? So, if it is more than 6 - 8 weeks since exposure, the test would be reliable. Lesions of Genital Herpes can heal within a few days even if left untreated, however they may recur.
