Yes, though it is possible to correct flat head through surgery by reshaping occipital bone and by implants but a flat head usually need not be corrected in adults except in rare cases due to the inherent dangers of surgery. Most of those affected just need reassurance regarding a cosmetic problem.

Is When i just open my mouth my hole head moves to One side- really moves strongly. I wake upp middle of night with a crack open mouth and feeling of suficating. I Don’t Have any neck issues. Looking at the images, the problem doesn't seem to be that of bones of skull. I don't think ridging on forehead is any concern. It's just a normal variation. Difficulty in opening closing mouth and tilting of head on opening is perhaps related to abnormality of temporomandibular joint or displaced jaw or occlusal edge of jaw. In that case dental surgeon would be best able to address your concerns.
