How Do I Identify The Triggering Factor Of An Unusual Patch Of Red Spots On The Shin?

Question: I one occasion have these red spots appear on my shin. Usually no more than one or two. Picture is attached. Any idea what it is. I have no pain or itching. The skin on my shin is kind of ashy right now.

I'm sure I did not scratch it. Could it be petechaie? It is slightly raised. I had my CBC done three weeks ago and everything was normal even had a sed rate test and liver panel that was normal.
