Brief Answer:
Detail below.

Detailed Answer:
Hello,
Thanks for posting your query.
You are suffering from IUGR.
IUGR can occur even when a mother is perfectly healthy, there are things mothers can do to reduce the risk of IUGR and increase the odds of a healthy pregnancy and baby.

Keep all of your prenatal appointments. Detecting potential problems early allows you treat them early.
Be aware of your baby's movements. A baby who doesn't move often or who stops moving may have a problem. If you notice changes in your baby's movement, call your doctor. Sometimes a medication a mother is taking for another health problem can lead to problems with her unborn baby.
Eat healthfully. Healthy foods and ample calories help keep your baby well nourished.
Get plenty of rest. Rest will help you feel better and it may even help your baby grow. Try to get eight hours of sleep each night. An hour or two of rest in the afternoon is also good for you.
Practice healthy lifestyle habits. If you drink alcohol, take drugs, or smoke, stop for the health of your baby.
Do continue with Arginine XXXXXXX once daily.
I hope this answers your query.

I am doing all these things after researching on google, but still no positive sign.

Any medicine or food to increase baby weight.

I am on heavier side, I dont feel baby's movement much, once in a while i feel so that is not best to judge the movement.

Brief Answer:
Increasing protein intake will help.

Detailed Answer:
Hello.
Thanks for writing again.
You need to increase your protein intake like- Milk twice a day, cheese, pulses and grams, avoid fatty foods, have plenty of fluids specially fresh fruit juices, etc. You can also add regular buttermilk or yogurt to the diet.
Do take rest in the left lateral position. After taking the meals, you can lie in the left lateral position and try to count the fetal movements in one hour. If you can feel 3-4 movements then there is no need to worry.
Avoid heavy work or exercise. Do take as much rest as you can. All these measures will help in maintaining the fluid level that you have now. At least there will not be any further decrease in the amniotic fluid level.
Hope my answer is helpful.
