Brief Answer:
Keratosis Pilaris

Detailed Answer:
Hello and welcome to ask a doctor service. I have reviewed your query and viewed the image and here is my advice.

She seems to have keratosis Pilaris (KP) which is due to keratin plugging of hair follicles. The affected area feels rough and bumpy. Usually KP's occurs on outer arms and sometimes also on buttocks and thighs.

I suggest her to use a exfoliating cream/lotion e.g a glycolic acid based cream like either Glyco A cream or Xerina cream, twice daily for a few weeks.

Hope I have answered your query.
