Puffy eyes and dark circles can be related to fluid retention, stress and inadequate sleep, allergies and hormonal changes.
Treatment involves: (1) decreasing salt intake (this will reduce fluid retention)
(2) treating any allergies that may be present
(3) using plenty of water
(4)using eye cream with aloe and vitamin E which is an antioxidant
(5)splashing the face several times with ice cold water which will have a constricting effect on the skin
(6)using cucumber slices on the eyes for 5 to 10 minutes
(7) placing about 1/2 tsp of salt in warm water (about 4 cups) and using a cotton or facial swab to apply to eyes while laying down for about 10 minutes
(8)using potatoes- these have an anti-inflammatory effect .Peel, wash, dry and grate the potatoes.Place in a clean clothe which is then folded, place on eyes for 15 minutes
(9)tea bags (green or black) can also be helpful because they will also constrict the blood vessels and reduce swelling. Place in hot water for 2 to 5 minutes, let cool till just warm , place on eyes for 10 minutes

Skin lightening creams can be used to lighten the skin's complexion.Specific areas of darkened skin can be lightened but in terms of lightening the entire complexion the present methods are unable to do that.
Long term use can also cause the skin to become thin
Most skin lightening creams will decrease melanin production,this is responsible for the pigment of your skin.
The most common agent used is hydroquinone which can come in different strengths, the 2% you will be able to get over the counter, stronger strengths may need a prescription.It can be used in combination with other agents (tretinoin) to have increased effect.It is applied 2 times a day.Before you use it generally, you should put a small amount on a small patch of skin and wait 24 hrs to make sure that you are not allergic.
There are also natural sources of hydroquinone such as arbutin.

Vitamin C, which is an antioxidant may also lighten the skin.
