This appearance is more common with insect bites. Local or topical cortisone does not reach inside the skin so no effect. You may need to take an antihistamine and oral steroids if required or as directed by your Dermatologist.

Causes of lumps under armpits can be multiple. Lymph nodes are primarily present in the armpits and most of swelling or lumps are due to infections of the neighboring areas. These are usually warm and tender. Others can be tumors (spread from the breasts), cysts, abscess. Regardless of these causes they should not be ignored.

The white discharge is possibly due to smegma. It is secretion which normally occurs from undersurface of prepuce. If there is no discolouration of overlying skin there is no cause for concern.
Differentiation of smegma and pus will require visual inspection.
It would be helpful if you could provide me with clinical photograph.
