Would A Ear Problem Cause Dizziness?

I am already wearing hearing aids but occasionally it feels like my hearing closes off (like when your ears stop up in higher elevations). For the last few weeks, my head swims when I lay down and upon rising. The rest of the day I don t have dizziness. Is the dizziness reflective of an inner ear problem?
