Will Surgery Help To Treat L4-L5 Disc Bulges?

Please help me. I got rear end violent RTA on May, 08, Next day went A&E duty doctor diagnosed minor whiplash but from last two year chronic lower back pain and neck pain. Now October, 2010 MRI shows l4 l5 disc bulges/protrusion and S1 displacement nerve. I am getting chronic lower back pain and left side leg pain with 50%moderate neck pain with ribs pain. All doctors refused from last two years after RTA that I had only minor whiplash but now they accepted that MRI shows lower back disc problems. Who was responsible not to diagnose my spinal lower back disc injury and I was suffering with pain from last two years and no body believed in NHS but no Orthopadiec doctor referred me Pain Management clinic. Is it serious matter or not but I can;t go upstaris, can't stand, walk for longer time.

Is it permanent disability or I can be fine after surgery. Need your advice.
