I am trying to understand my recent MRI of Cervical. There is stable moderate bilateral neural foramina narrowing at C-3, C-4 mean?

Spinal roots comes out of vertebral column through for a mini, a aperture between vertebrae. With cervical spondylosis and disc degeneration there is narrowing of foramen causing compression of exiting nerve root which causes pain. If neuropathic pain is troublesome the start tab pregalin 75 mg once daily and physiotherapy.
Hope my advice will help you. Take care. Don't forget to rate me.
