Welcome to health care magic.

1.The chances of placenta to move higher are there since you are 21 weeks and its not covering internal os.
2.It called low lying when less than 2 cm fro the internal os.
3.Its not dangerous but needs followup scans to make sure things are going well.
4.No you don have to have the vaginal bleed unless until complication but chances are less.
5.Get regular followup scans and good rest will help. Wish you good luck.

Hope i have answered your query.
