Hi.
Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand your concerns..

As per your complain it seems that a red swollen area at the level of labial frenulum seems to be most probably due to trauma caused by some hard food or injury with toothbrush leading to inflammation of the area..
There is also a possibility that there might be erupting canker sore that is causing inflammation in the area and the area has become painful..
Nothing to worry as it is not appearing to be anything serious and will resolve soon..
I would suggest you to start applying numbing gel containing Lignocaine over it..
Take anti inflammatory painkiller like Ibuprofen..
You should swish with cool water as it will reduce inflammation and pain..
You should avoid hard and spicy foods till it heals..
Be careful while brushing your teeth to avoid trauma to the area..

Hope this helps..

Thanks and regards..
