What Causes Raised Area On Stomach?

My son has had Halo's since he was around 15 yrs old, on back, chest and stomach. Moles then disappear. White spots are still there. He is now 19. Now he has one raised area on stomach larger than a quarter that comes and then goes away. Always the same spot. He says it does not itch. Because of his age he no longer has a medical card. Please do you have a ansear. Thank You, Mom
