What Causes Pains In Pubis Region,saggy Scrotum With Negative HIV And STD Tests?

I m a 24 year old male and I need help, I had unprotected sex late January. I have gone for HIV test and other STD s test and they came out negative plus urethral swab and urine tests which all came out clean. But I haven t been feeling ok. I usually have pains on my pubic region and around my waist. I have slight scratch on my private part and I just noticed that my scrotal sac is saggy and gums to my laps. Please I urgently need answers because I m really uncomfortable. Thank you.

Hi,
Looking to the history as all concerned tests are negative, there might be having some local skin infection like fungal infection, dermatitis etc.
Apply triple action cream locally.
Keep local hygiene clean, dry and airy.
Ok and take care.
