What Causes Enlarged Lymph Nodes In Breast?

Mom, aged 63, diabetic type 2, 180 lbs, 5'2", recently went to doctor/specialist about enlarged lymph nodes located on right breast. Most likely to be TB, as there were no malignant cells found through recent biopsy. Could you please advise whether she would be considered contagious? I think she may have a latent TB, as she is not coughing, has no fever nor chills. She was living in India for several years, so should her family get tested for TB as well? Does TB skin test work for those, who lived in India before?
