What Are The Red Dots On Penis Tip Causing Difficulty In Urinating?

So the other day I noticed under my foreskin (i am uncircumcized), at the very tip of my penis (right near and around the opening of it), there is a grouping of red dots. They are completely painless, itch-free, no burning when urinating. The only thing i noticed differently is that i have more difficulty urinating (i have had to wait a few seconds before it came out, but that isn't 100% of the time). Other than that, they are not really raised above the skin, and there is no center or opening to these spots.
